Miss Massachusetts to Visit Beacon Hill

West Springfield native carries statewide title

Boston , MA State Senator Stephen J. Buoniconti (D-West Springfield) and State Rep. James T. Welch (D-West Springfield) are pleased to announce that Miss Massachusetts2008, Alicia Zitka of West Springfield, will be their honored guest at the State House in Boston on Thursday, July 31 st. Miss Zitka will be presented by Sen. Buoniconti and Rep. Welch to the Senate and the House of Representatives during formal sessions in both respective chambers.

“We are very proud to have a West Springfield resident representing Massachusetts in the Miss USA pageant,” said Senator Buoniconti.

Miss Zitka, 22, beat out 18 other contestants to earn the crown during the Miss Massachusetts pageant at Bristol Community College. She will now get the chance to compete for the title of Miss America at the pageant in Las Vegas in January.

“It is an honor for us to host Miss Zitka at the State House,” continued Rep. Welch. “She is an accomplished young woman, and we know that she will make Massachusetts and West Springfield very proud.”

Senate Passes Bill Prohibiting Pet Rental

 

Boston , MA – Earlier this week, State Senator Stephen J. Buoniconti (D-West Springfield) voted in favor of House Bill 4753, An Act Prohibiting the Renting of Pets. This legislation prohibits the leasing or renting of dogs with the intention of temporary ownership of the animal for a fee or cost. The bill also imposes a fine, and allows rented animals to be seized by an authorized agent.

“Our biggest concern is the real threat that dog rental businesses have on public safety,” said Senator Buoniconti.

The frequent transfer of companion dogs and cats from home to home, caregiver to caregiver, increases the likelihood of stress-induced aggression even among otherwise well-trained animals. Renters can't really know an animal or how to manage his behavior, posing considerable risks to people and other animals in the home, on the street and in parks. Renting pets also has the potential to burden public resources, from law enforcement to shelters, by fostering the attitude that it’s fine to use and return pets on a whim. "Disposable pet syndrome" leads to increased animal abandonment and abuse.

If any person engages in the business of leasing or renting dogs and cats, they may face fines of up to $1000. This bill not prohibit service animal businesses, pet adoption shelters and foster care services, and working animals used for farming, sports, entertainment, or breeding.

The bill is awaiting a signature from Governor Patrick.

Buoniconti and Sandlin Secure Funds for Feeding Hills

Dangerous Intersection to Receive Improvement Funds

 

Agawam, MA – State Senator Stephen J. Buoniconti (D - West Springfield) and State Representative Rosemary Sandlin (D – Agawam) are pleased to announce that state funds have been secured for the purpose of improving the Feeding Hills Center intersection. Through the Transportation Bond Bill, Sen. Buoniconti and Rep. Sandlin were able to secure $500,000 for traffic signalization and other roadway improvements at this very busy, and often dangerous, intersection.

“Feeding Hills Center continues to be a congested and dangerous intersection,” said Sen. Buoniconti. “I am hopeful that these funds will provide the necessary improvements needed to protect those traveling through this intersection in addition to enhancing the quality of life for those residents in its proximity."

Based on a 2007 study, high traffic volumes in conjunction with narrow lanes, as well as high concentrations of curb cuts contribute to the congestion and safety issues of this intersection. On average, the Feeding Hills Center intersection experiences 28 accidents per year.

“Increased traffic at the Feeding Hills intersection is a safety issue, and is one of my priorities,” said Rep. Sandlin. “The improvements will make the intersection much safer for pedestrians and motorists, and I am happy to see that this improvement will provide the relief needed to the traffic congestion problem in the area.”

Senator Buoniconti Forms New Alliance to Revitalize Older Cities

 

BOSTON, MA – State Senator Stephen J. Buoniconti (D-West Springfield) is pleased to announce the creation of a new caucus of state legislators from cities outside of Boston dedicated to the revitalization of other older industrial cities in Massachusetts, including Springfield, Holyoke and Pittsfield in the Western Mass region. The new Gateway Cities Legislative Caucus, which was formed Thursday June 12 th at a State House meeting, was created to find solutions to the unique set of problems facing these “Gateway Cities” throughout Massachusetts.

“Too often cities like ours are overlooked by Boston or are pitted against each other when funding and other policy decisions are made,” said Senator Buoniconti. “We decided it was time to stop the competition and get these cities working together.”

The eleven Gateway Cities--Brockton, Fall River, Fitchburg, Haverhill, Holyoke, Lawrence, Lowell, New Bedford, Pittsfield, Springfield and Worcester—have lost one third of all of the hundreds of thousands of manufacturing jobs Massachusetts has lost since 1980. They contain 30% of state residents living below the poverty line, though they represent only 15% of the state’s population.

Senator Buoniconti will serve as Senate Chair of the Gateway Cities Legislative Caucus. Their agenda is broad, and will include transportation, housing and economic development issues, state aid, including and local and school aid formulas, education and training and municipal operation.

Mass Senate Approves Greenhouse Gas Emissions Bill

Initiative reduces global warming pollution from large power plants

(Boston, MA) – On Wednesday January 2, 2008. State Senator Stephen J. Buoniconti (D-West Springfield) voted in favor of legislation that would secure the Commonwealth’s current and future participation in the Regional Greenhouse Gas Initiative (RGGI) by making the cooperative program law. Governor Deval Patrick signed the RGGI agreement last January, entering Massachusetts into a nine-state coalition plan starting in 2009 to reduce carbon dioxide emissions from larger power plants in the New England and Mid-Atlantic region. Under RGGI, participating states will stabilize carbon dioxide emissions at current levels from 2009 to 2015, and then proceed with a 10 percent reduction by 2019.

“This legislation further supports Governor Patrick’s decision to sign onto RGGI by solidifying changes into statute,” said Senator Buoniconti. “This legislation secures the Commonwealth’s involvement in the RGGI program no matter who occupies the Corner Office.”

The RGGI agreement establishes a carbon dioxide “cap and trade” program to reduce carbon dioxide emissions. This is the nation’s first regional “cap and trade” system for greenhouse gas emissions and an important model for other states and the development of national climate-change policy. The “cap and trade” model sets a limit on total emissions from certain power plants and requires those power plants to hold “allowances” to cover their emissions. Emissions allowed under the cap will be divided into individual permits and allocated by each state to the power plants.

“Passing this legislation is a firm assurance to the energy sector that Massachusetts has a long term commitment to reducing carbon emissions therefore encouraging a more stable and predictable environment for the industry to adapt and evolve to changes,” added Senator Buoniconti.

Power plants without enough allowances to cover emissions can either reduce their greenhouse gases or purchase allowances from other power plants that have successfully reduced their emissions and hold excess allowances. All sales will be completed through a regional market auction. The auction fund will be used to protect municipalities whose property tax receipts might be reduced because of RGGI. It will also be used to promote energy efficiency and conservation, and also to promote renewable energy technologies. Buoniconti Encourages Constituents to SAVE Energy

Springfield With the cost of heat and utilities continually on the rise, State Senator Stephen J. A N A CT RELATIVE TO THE ESTABLISHMENT OF A DANGEROUS DOG REGISTRY

Be it enacted by the Senate and House of Representatives in General Court assembled,

And by the authority of the same, as follows:


SECTION 1. Definitions:

“Dangerous Dog”: shall mean a canine or canine crossbreed that has bitten, attacked, or inflicted injury on a person or companion animal that is a dog or cat, or killed a companion animal that is a dog or cat. However, when a dog attacks or bites a companion animal that is a dog or cat, the attacking or biting dog shall not be deemed dangerous (i) if no serious physical injury as determined by a licensed veterinarian has occurred to the dog or cat as a result of the attack or bite, (ii) if both animals are owned by the same person, (iii) if such attack occurs on the property of the attacking or biting dog's owner or custodian, or (iv) for other good cause as determined by the court. No dog shall be found to be a dangerous dog as a result of biting, attacking, or inflicting injury on a dog or cat while engaged with an owner or custodian as part of lawful hunting or participating in an organized, lawful dog handling event.

SECTION 2. Notwithstanding any general or special law to the contrary, the Commissioner of the Department of Public Safety shall establish and maintain the Commonwealth of Massachusetts Dangerous Dog Registry. Each owner of any canine or canine crossbreed found to be a dangerous dog in accordance with the provisions of this act shall be required to register the animal as a dangerous dog within 30 days of the occurrence of this finding. Failure to register within this time period shall result in a fine of not more than $50 per day until such time as the dangerous dog is properly registered. The Department of Agricultural Resources shall receive, post, and maintain the information provided by the owner, animal control officers, and other such officials statewide on a website. All information collected for the Dangerous Dog Registry shall be available to animal control officers and the general public via the website. Registration shall include the name of the animal, a photograph, sex, age, weight, primary breed, secondary breed, color and markings, whether spayed or neutered, the acts that resulted in the dog being designated as dangerous and associated trial docket information, microchip or tattoo number, address where the animal is maintained, name of the owner, address of the owner, telephone numbers of the owner, and a statement that the owner has complied with the provisions of the dangerous dog order. The address of the owner along with the name and breed of the dangerous dog, the acts that resulted in the dog being deemed dangerous, and information necessary to access court records of the adjudication shall be available to the general public. By January 1 of each year, until such time as the dangerous dog is deceased, the owner shall submit a renewal registration that shall include all information contained in the original registration and any updates. The owner shall verify the information is accurate by annual resubmissions. The owner shall submit to the Department of Public Safety a $100 initial registration fee and a $35 renewal registration fee. In the event that the dangerous dog is moved to a different location, or contact information for the owner changes in any way at any time, the owner shall submit a renewal containing the address of the new location or other updated information within 10 days of such move or change. There shall be no charge for any updated information provided between renewals. Any funds collected pursuant to this section shall be used by the Department of Public Safety to maintain the registry and website. The website list shall be known as the Massachusetts Dangerous Dog Registry.

SECTION 3. Any law-enforcement officer or animal control officer who has reason to believe that a canine or canine crossbreed within his jurisdiction is a dangerous dog shall apply to a magistrate of the jurisdiction for the issuance of a summons requiring the owner or custodian, if known, to appear before a general district court at a specified time. The summons shall advise the owner of the nature of the proceeding and the matters at issue. If a law-enforcement officer successfully makes an application for the issuance of a summons, he shall contact the local animal control officer and inform him of the location of the dog and the relevant facts pertaining to his belief that the dog is dangerous. The animal control officer shall confine the animal until such time as evidence shall be heard and a verdict rendered. If the animal control officer determines that the owner or custodian can confine the animal in a manner that protects the public safety, he may permit the owner or custodian to confine the animal until such time as evidence shall be heard and a verdict rendered. The court, through its contempt powers, may compel the owner, custodian or harborer of the animal to produce the animal. If, after hearing the evidence, the court finds that the animal is a dangerous dog, the court shall order the animal's owner to comply with the provisions of this section.

SECTION 4. No canine or canine crossbreed shall be found to be a dangerous dog solely because it is a particular breed, nor is the ownership of a particular breed of canine or canine crossbreed prohibited. No animal shall be found to be a dangerous dog if the threat, injury or damage was sustained by a person who was (i) committing, at the time, a crime upon the premises occupied by the animal's owner or custodian, (ii) committing, at the time, a willful trespass upon the premises occupied by the animal's owner or custodian, or (iii) provoking, tormenting, or physically abusing the animal, or can be shown to have repeatedly provoked, tormented, abused, or assaulted the animal at other times. No police dog that was engaged in the performance of its duties as such at the time of the acts complained of shall be found to be a dangerous dog or a vicious dog. No animal that, at the time of the acts complained of, was responding to pain or injury, or was protecting itself, its kennel, its offspring, a person, or its owner's or custodian's property, shall be found to be a dangerous dog.

SECTION 5. Failure to register according to Section 2 shall be punishable in a fine of more less than $500 and/or no more than 2 and one half years in the house of correction.

Buoniconti Honors Legendary Coaches

West Springfield – On Saturday, May 19, 2007, State Senator Stephen J. Buoniconti (D-West Springfield) dedicated the West Springfield Middle School Fields to former West Springfield High School baseball coach William “Bill” Quigley, and long time Girls Softball coach Gordon “Deke” Pillsbury.

“I was extremely proud and honored to be able to pay tribute to not only my former baseball coach, Bill Quigley, but also to softball coach Deke Pillsbury,” said Senator Buoniconti. “They will be revered in West Springfield history as not only legendary sports coaches, but also as remarkable town figures.”

Bill Quigley and Deke Pillsbury served as coaches at West Springfield High School for more than thirty years, both as inductees an the Massachusetts High School Baseball Coaches Association Hall of Fame and the Massachusetts Softball Coaches Association Hall of Fame respectively. Family and friends of both honorees were in attendance, as well various other town officials, to celebrate this momentous occasion.

Petrolati & Buoniconti Call For State Audit Of Control Board

Springfield – In a letter to State Auditor A. Joseph Denucci, State Representative Thomas M. Petrolati (D-Ludlow) and State Senator Stephen J. Buoniconti (D-West Springfield) are requesting an audit of the Springfield Finance Control Board. The board has recently approved the transfer of $22.3 million to be set aside for economic development projects in the city. They voted to transfer these funds from of the remainder of the $52 million state loan account approved by the legislature in 2004.

“The most recent action by the Control Board has jeopardized the delegation’s ability to change the terms for repayment of the loan,” said Rep. Petrolati. “Forgiveness of any of the loan is now an impossibility.”

If the loan amount of only $30 million has to be repaid, according to the legislation’s terms, the city faces approximately a $4 million annual deficit. Chapter 169 of the General Acts of 2004 authorized a loan of $52 million with the intent to assist the city in balancing their budget, and not for the purpose of transferring money to other accounts for economic development, or capital projects. Colleagues in the legislature have now started to balk at restructuring the repayment of the loan.

“These actions by the Control Board are irresponsible,” said Senator Buoniconti. “The board has sent a message that there is no fiscal crisis, when in fact the city is still in a deficit.”

Senator Buoniconti Brings In Intern

Springfield – State Senator Stephen J. Buoniconti (D-West Springfield) is pleased to announce that Brianne L. Lefebvre, the daughter of Michael and Anne Marie Lefebvre of West Springfield, has been an intern at his district office for the past three months as part of the Work-Based Learning program offered at West Springfield High School.

“I began the program in January as an alternative learning experience,” said Miss Lefebvre. “I feel I am able to gain a better feel for the real world; this is something they cannot teach me in the classroom. I hope that I’ve been a valuable addition and resource to Senator Buoniconti in serving the needs of the residents in the District,” added Lefebvre.

Brianne, a senior at West Springfield High School, is also taking courses at Westfield State College to further her education, and prepare for college next fall. She plans on attending Pace University in New York City where she is undecided as to what she will major in.

“It has truly been a pleasure having Bree in our office for the past few months,” said Senator Buoniconti. “She is an extremely hard worker, and I am confident that her future will be filled with many wonderful things,” he continued. “We wish her all the best.”

Buoniconti Cable Show Highlights Local Children’s Hospital

Chicopee – In the most recent installment of his cable access television program From the State House to Your House, State Senator Stephen J. Buoniconti (D-West Springfield) highlights the Shriners Hospital for Children. Mark Niederpruem, Chief Administrator of the Shriners Hospital in Springfield, was Senator Buoniconti’s featured guest.

The Shriners Hospital provides the highest quality care to children with neuromusculoskeletal conditions and burn injuries among other special health care needs, as well as providing a research and training facility for health care professionals. Mr. Niederpruem was on hand to discuss the mission of the Shriners Hospital, the services that the hospital provides, and the various Shriners volunteer programs and events that occur in not only in Western Massachusetts, but nationally as well.

Buoniconti & Knapik Request Third Party Involvement with

Robinson State Park Logging Issue

Agawam – In a letter to the Commissioner of the Massachusetts Department of Conservation and Recreation, State Senator Stephen J. Buoniconti (D-West Springfield) and State Senator Michael R. Knapik (R-Westfield) are requesting an independent third party review of the Commonwealth’s plans to harvest timber at Robinson State Park in Agawam. They both suggest that this group be a non-political entity that would base its findings solely on the environmental impact to Robinson State Park.

The Commonwealth’s plan to harvest Robinson State Park has become an increasingly controversial issue. The Friends of Robinson State Park are extremely opposed to such harvesting, and feel as though there are better alternatives that would help to improve the health and beauty of the park. Both Senator Buoniconti and Senator Knapik agree that an independent third party review will be a major step in alleviating all of the concerns that have been raised by both parties involved.

Springfield – In a letter to Governor Mitt Romney, State Senator Stephen J. Buoniconti (D-West Springfield) expresses his extreme concern with the proposal that the Massachusetts Turnpike Authority may be applying a system-wide toll increase across the Massachusetts Turnpike, and other bridges and roadways under Turnpike control in order to pay for the investigation, audit, and repair of the failed portions of the Ted Williams Tunnel and I-90 Connector.

“It is my belief that the financial burden of this tragedy should not be passed to the taxpaying citizens of the Commonwealth,” said Senator Buoniconti. “It should rest in the hands of the potentially negligent contractors, as well as the reconstruction fund already available to the Massachusetts Turnpike Authority.”

Furthermore, Senator Buoniconti suggests that out of fairness, the travel between exits 1-6 should remain toll free to the citizens of Western Massachusetts citing that the Big Dig has done nothing to improve the lives of those living in the Western region of the Commonwealth.

BUONICONTI PETITIONS FOR STATE FUNDING FOR DISASTER RELIEF

SPRINGFIELD – In a letter to the Secretary of Administration and Finance, Thomas Trimarco, Senator Buoniconti petitioned for a portion of the remaining Hurricane Katrina Disaster Relief funds to be allocated to the City of Springfield to cover the costs of the damage caused by last week’s extremely severe thunderstorm.

“The damage, which far exceeded that faced by any other community in the path of the storm, was so severe that estimates of the cost of necessary repairs exceed $1 million,” said Senator Buoniconti. “This is a figure which, without state and federal assistance, far exceeds Springfield’s financial means and would prove to be a serious setback to the progress which has been made toward financial stability in the city.”

In 2005, a $25 million dollar fund was established to cover the costs associated with providing assistance to victims of Hurricane Katrina. Under the discretion of the Executive Office of Administration and Finance, much of this fund was later diverted toward providing disaster relief for the many cities and towns devastated by flooding in May of this year. Senator Buoniconti is asking for support for the allocation of monies from this specific fund, or any other existing disaster relief fund, to aid in the repair of the city.

Buoniconti Offers State House Tours

Springfield – State Senator Stephen J. Buoniconti (D-West Springfield) would like to offer his constituents the opportunity to schedule tours of the State House through his office. State House tours are conducted by the staff of the Tours and Government Education Division of the Secretary of the Commonwealth's Office and by volunteers well versed in the history and architectural background of the State House. The tours are given weekdays year-round from 10:00 am to 4:00 pm, and are free of charge.

“With the warm weather approaching, many of us are searching for fun, different family activities to enjoy,” said Senator Buoniconti. “I’d like to offer the opportunity for my constituents to take advantage of the fantastic State House tours offered by the Secretary of State’s Office.”

Tax Season Highlighted on Buoniconti Cable Show

Senator Buoniconti and Mayor Cohen Announce Re-Opening of South End Bridge

Senator Stephen J. Buoniconti and Agawam Mayor Richard Cohen are pleased to announce the re-opening of the Julia B. Buxton Memorial Bridge (South End Bridge). After undergoing extensive rehabilitation and structural repairs, beginning in April 2002, today all lanes are re-opened for vehicle traffic.

Senator Buoniconti stated, “This $23.5 million dollar state investment in the rehabilitation of the South End Bridge is a major accomplishment. It will provide increased residential and commercial access to the region and help to stimulate the economy of the lower pioneer valley”.

“I am very pleased that the bridge will be open in both directions and that the inconvenience which it has caused will be, for the most part, over. For public safety purposes, this is a job that had to be done for everyone’s safety”, Said Mayor Cohen.

Thanks to the diligent work of MassHighway, the bridge, which was scheduled to re-open at the end of February, was able to re-open ahead of schedule. The project had been delayed originally due to more significant deterioration of the bridge than was previously expected.

Buoniconti & Swan Announce Taj Mahal As The Official Blues Artist Of The Commonwealth

Springfield – State Senator Stephen J. Buoniconti (D-West Springfield) and State Representative Benjamin Swan (D-Springfield) are pleased to announce that Governor Romney signed Senate Bill 2262: An Act Designating The Official Blues Artist Of The Commonwealth into law today. This legislation designates Henry St. Clair Fredericks, internationally known as Taj Mahal is a native of the great city of Springfield, and received his bachelor’s degree in Agriculture from the University of Massachusetts at Amherst.

“At a time when Springfield is in dire need of pride and citizenry, I can’t think of a man more deserving of this honor than Taj Mahal” said Senator Buoniconti. “Taj Mahal has played a vital role in the preservation of traditional blues and African-American roots music, and for all his accomplishments, he still remembers Springfield. We’re very proud to call him our own,” he added.

Taj Mahal will be in Springfield tomorrow, Thursday February 9 th, to attend a Black History Month reception at Springfield’s Pan African Historical Museum (PAHMUSA) at 6:00 PM on the 2 nd floor of Tower Square. Senator Buoniconti and Representative Swan will present Taj Mahal with official proclamations from the Massachusetts Senate and the House of Representatives respectively. PAHMUSA will be saluting Springfield’s African American legacies, as well as present day inspirations. Honors will be given in remembrance of Robert M. Hughes, and Carole Fredericks, the late sister of Taj Mahal.

17 Point Plan

Municipal

1. Create a quasi-independent Golf Commission with an Enterprise Fund to take over operation of golf courses. This could provide an injection of instant money

into the city’s coffers, and provide long-term revenue flow. The model is the Water and Sewer Commission.

2. The selling of outstanding Tax Liens to a private company to capture owed taxes and spur economic development, as allowed by legislation I sponsored during the last Legislative session. (See Attached)

3. Aggressive encouragement of employees and retirees to purchase prescription medication via Canada.

4. Institute a competitive bidding process for a prescription drug contract to service employees. This would be a minor inconvenience for city employees, but I believe an exclusive contract could be very appealing to a chain pharmacy (CVS, Walgreen’s, etc.). A contract with an exclusive chain drug store would lower health care costs.

5. Explore possibility of city employees being added to State Health Care coverage.

6. Streamline departments – combine Park and DPW departments; Combine Elections, City Clerk, and City Council; Planning and Community Development; establish civilian dispatch for police and fire (this would have the additional advantage of freeing up fire personnel to help fulfill state-mandated staffing numbers).

7. Re-finance outstanding debt.

8. Hiring freeze for non essential employees.

9. Is the city at its full tax levy? Because of Proposition 2 ½, not appropriating to full amount creates lag effect on future years budget.

10. Cuts in Other than Personnel Service (OTPS) accounts.

11. Utilize Economic Development Council of Western Massachusetts to prepare a comprehensive economic plan for the city. This organization is well-staffed and has the necessary combination of regional and economic expertise to play a leading role in Springfield’s turnaround.

12. Adoption of special legislation to allow a meals tax in Springfield.

13. Legislation has been passed to issue pension obligation bonds. Brockton recently saved substantial monies through this measure.

14. Ask Governor to support Distressed Cities Fund. I have proposed a $100 million Distressed Community Bill to help Springfield and other communities that are struggling. (See attached)

15. Discussion with State Auditor regarding Transportation costs. 1971 Board of Education decision, upheld by state court could be considered a mandate. Ask Auditor DeNucci to make declaration on this matter which could lead to state aid.

16. Examine 121A agreements to ensure full valuation is being paid.

17. Support the Telecommunication Bill that could instantly generate millions in poverty taxes for the city. (See Attached)

Buoniconti To Highlight Fuel Assistance and Charity Organization on

December Show

The December installment of State Senator Stephen J. Buoniconti’s (D-West Springfield) cable access television show, From the State House to Your House, will highlight two different topics relative to both the upcoming winter and holiday seasons.

Mary Ann Kobylanski, a representative from the New England Farm Workers Council in Springfield, will be on hand to discuss how Springfield residents can seek fuel assistance. The New England Farm Workers Council assists low-income households, including owners and renters, in meeting the high cost of home heating.

Major Thomas Perks, commanding officer of Springfield’s Area Services for the Salvation Army is the second featured guest discussing the history of the Salvation Army, the different programs it offers to the community, and also how individuals can become involved as volunteers of the organization.

BUONICONTI CALLS FOR MEETING TO DISCUSS CITYWIDE SECURITY CAMERAS

SPRINGFIELD - State Senator Stephen J. Buoniconti (D-West Springfield) is calling for a citywide meeting with the Springfield Business Improvement District, the Springfield Police Department, and all Springfield elected officials to discuss the installment of security cameras in the downtown district, and other high crime areas of the city.

“Crimes could be solved at a much faster rate if pictures and video were readily available,” said Senator Buoniconti. “The prevention of these crimes would also be much more effective and efficient.”

The Springfield Business Improvement District has expressed an interest in installing security cameras in the downtown district. Senator Buoniconti would like to take this proposal and expand it to the Police Department, and other high crime areas of the city in a comprehensive effort to gain control of the crime that endangers the city of Springfield, and its residents.

“We have just experienced our 18 th homicide in the city,” added Senator Buoniconti. “It’s time for all of us to roll up our sleeves and make some real progress toward getting the rampant crime in Springfield under control.”

LEGISLATURE PASSES HEATING BILL

SPRINGFIELD - As residents across Massachusetts prepare for significant increases in energy costs, Senator Buoniconti is working on legislation to provide tax credits and other incentives to assist consumers this winter. This legislation was recently passed by both the House and Senate, and is currently before the Governor awaiting its final passage.

“I’m very concerned that rising energy costs will force many residents throughout Western Massachusetts to make difficult decisions this winter, such as choosing between heating their home or feeding their families,” said Senator Buoniconti.


The H.E.A.T. Program will ease the financial burden for homeowners by investing $80 million to help consumers pay for home energy costs, provide incentives to help them make their homes more energy efficient and bolster the home energy assistance program for low-income residents.

• Home Heating Energy Tax Deduction—commits $39 million for tax deductions up to $800 for home heating oil and natural gas expenses for homeowners. The deduction will help individuals who make less than $50,000 a year and families with incomes up to $75,000.

• Energy Efficiency Tax Credits—commits $18 million for tax credits up to $600 towards purchases on residential energy efficient items such as home insulation, new window installation, advanced thermostats, weather stripping solar powered heating systems, energy efficient furnaces and boilers, energy efficient appliances and other approved purchases that help households use less gas and oil. The tax credit can be applied to all residential property.

• Low-Income Home Energy Assistance Program—invests $20 million towards the state’s assistance program (LIHEAP). The program, which has served as many as 133,000 low-income households, pays fixed amounts based on the household income towards oil, propane, wood, coal, gas or electric bills. Households with incomes up to 200 percent of the Federal Poverty level can receive maximum benefits of $545 for electric or gas heat, and a maximum of $675 for oil, propane or kerosene heat.

“No matter how you heat your home—by oil, gas, propane or electricity—we are in for sticker shock this winter. Sky-high heating costs will squeeze all our household budgets,” said Senator Buoniconti.

BUONICONTI OFFICIALLY ANNOUNCES
GREATER SPRINGFIELD LEGISLATIVE CAUCUS

SPRINGFIELD – State Senator Stephen J. Buoniconti (D-West Springfield) is pleased to formally announce the creation of the Greater Springfield Legislative Caucus. The Caucus will consist of thirteen members of the Western Massachusetts Legislative Delegation dedicated to increasing economic opportunities and recognition for the region. Through a balanced political, social, and economic agenda, the Caucus will be committed to creating a unified voice for Western Massachusetts.

“By creating the Greater Springfield Legislative Caucus, we are hopeful that working as one body will increase the amount of support Western Massachusetts receives from the legislature,” said Senator Buoniconti. “There is often a sentiment that Western Massachusetts is the forgotten region, and we’re hoping to eliminate that.”

Senator Buoniconti will serve as chair of the Caucus. Serving as Vice Chair and Treasurer are State Representative Mary Rogeness (R-Longmeadow) and State Representative Gale Candaras (D-Wilbraham) respectively. The Caucus will hold at least one business meeting per budget, in addition to one social meeting to sustain camaraderie. Each member may request an extra meeting to supplement the two regularly scheduled meetings whenever they deem necessary.

BUONICONTI RECEIVES NEW COMMITTEE ASSIGNMENT
First term Senator receives leadership position

SPRINGFIELD – State Senator Stephen J. Buoniconti (D-West Springfield) has recently been appointed as Chair of the Senate Committee on Ethics and Rules. The new appointment came from Senate President Robert E. Travaglini (D-Boston) just a week ago. The Senate Committee on Ethics and Rules considers all violations of rules, and all questions of conduct of Senators and employees of the Senate. The committee is authorized to recommend policy procedures for the Senate, as well as recommending rule changes for matters requiring the expeditious action by the Senate. The committee is also responsible for all late filed bills.

“I was honored when the Senate President offered me this new leadership position,” said Senator Buoniconti. “I am excited about the new challenge, and I will continue to work hard for the people of the Hampden District, and the Commonwealth as a whole.”

The new appointment also signifies the end of Senator Buoniconti’s tenure as co-chair of the Joint Committee on Public Service with State Representative Jay R. Kaufman (D-Lexington). Senator Patricia D. Jehlen (D-Somerville) has been named as Senator Buoniconti’s replacement. Senator Jehlen, a former State Representative, was recently sworn into the Massachusetts Senate as a result of her victory in the special election for the Second Middlesex District. The seat has been vacant since February, due to the death of the late Senator Charles Shannon, who served in the upper branch for nearly fourteen years.

“I would like to thank all of those individuals whom I worked with on the Public Service Committee for all their hard work and dedication,” added Senator Buoniconti. “I wish Senator Jehlen nothing but success in her tenure as co-chair.”

Rivera (D-Springfield) are pleased to announce their first cooperative heat and fuel assistance forum. The forum will be on Wednesday, October 26, 2005 at the German Gerena School on Birnie Avenue in Springfield from 10:00 AM to 12 noons.

“The current energy crisis and rising prices of fuel prompted both Rep. Rivera and I to organize this forum,” said Senator Buoniconti. “The information that will be available is going to be very timely and extremely beneficial for our constituents.”

The forum will provide information about the various fuel assistance programs available and the different heat and energy providers in the area, as well as helpful weatherization tips and techniques. Guests will have the opportunity to listen to a panel of different representatives from agencies such as New England Farm Workers, Springfield Council of Churches, Western Mass Electric, and Springfield Partners for Community Action. Other invited guests include the Salvation Army, Bay State Gas, the Diocese of Springfield, and Citizens Energy Council. Attendees of the forum will be presented with packets of informational materials such as pamphlets and fliers from the different organizations in attendance.
